What do we mean by "level"?  

The European council published in 2001 the Common European Framework of Reference for Languages: Learning.Teaching, Assessment (CEFR) as a common basis for the description and elaboration of learning/teaching of foreign languages in the European Union. The CEFR propose six common reference levels from beginner (A1), up to advanced (C2).
